CAVB Congress: The Cameroon Volleyball Federation (CVBF) takes the floor

Julien Serge ABOUEM, President of the Cameroon Volleyball Federation (CVBF), faithful to his spirit of discernment, took the floor at the Congress of the Confédération Africaine de Volleyball (CAVB) in plenary session to appreciate the policies put in place by the Fédération Internationale de Volleyball (FIVB) to support African volleyball.
In his address, Julien Serge ABOUEM first appreciated the "VOLLEYBALL EMPOWERMENT" Project which will certainly be a relief for many federations. However, he wished that it is necessary to pay attention to the standardization of the policies of the FIVB because according to him, the problems are not the same for the various federations. He stressed that Cameroon, for example, has been present since 2010 at all the world championships. Giving them 100 balls each year is nothing for our country which has other concerns such as the building of indoor halls that would allow Cameroonian volleyball players to train from an early age on dedicated platforms.
The CVBF president, as a wise financier reminded the delegates that the "financing" of an organization can be done by donations of materials, financial donations, project donations, project loans but also by alternative modes of "indirect financing" in the form of bonds and guarantees granted.
The President, Julien Serge ABOUEM proposed to the International Volleyball Federation (FIVB) to explore this possibility for some African federations that already have a certain level of development like the CVBF which would like to build thirty indoor gyms in the country. The FIVB said it was ready to explore this innovative approach and the Executive Director of the FIVB invited the President of CVBF to go to LAUSANNE in SWITZERLAND to work on this option which could revolutionize the financing of Federations.
What does the mechanism consist of? According to Julien Serge ABOUEM, the mechanism consists in obtaining financial guarantees from the FIVB for profitable projects of the federations, which would allow the federations to get indebted in local currency to banks or local financial institutions and invest in infrastructure in order to allow volleyball to produce a quality game and to sell it in an optimal way on the entertainment market.
The CVBF proposal was applauded for its innovative character and will surely change the face of African volleyball and African teams to pass the 2nd or 3rd round of the world championships or to reach the Olympic Games in 8 to 10 years.
